64 | BlackWater: Oil is the key. You arrive in a wasteland recently occupied by an enemy naval force. The lack of resources makes it very difficult to build. Huge amounts of oil are needed to create even the simplest things (eg: 10 oil units to build a wall). Keep it simple, and protect oil tankers at all costs! |

On the other hand, if you do capture it, you would be nearly invincible. Or would you? Choose wisely. |
